It is made from two stacked copies of the shape-one set to the screen blending mode so the bubbles show through, and the other set to normal (with a lower opacity) to preserve the blue color. The heart is a vector shape with the Bavarian flag pattern applied as a clipping mask. I added color gradients to both to make them look more like beer, then blended the joining edge with a soft brush. I created the background using two bubble textures applied to rectangles.
